The Gilchrist Soil & Water Conservation District (GSWCD) held a regularly scheduled monthly meeting on September 21, 2021 with the following Supervisors in attendance: Jeff Reed Chairperson, Jack Cook Co-Chairperson, Tommy Jones Supervisor, Brett Crawford Supervisor, Joe Vaughn FWCC, Technicians Jason Duval and Scott Tucker and Katrina Pace Administrator.
I. Meeting called Order: Chairperson Jeff Reed called the meeting to order at 6:08 pm.
II. Approval of Minutes – Supervisor Crawford motioned to file, seconded by Supervisor Cook, all approved.
III. Approval of Financials – Supervisor Crawford motioned to approve, seconded by Supervisor Jones.

Gave a report on the AFCD Annual Meeting. Our Speech Contestant Carleigh Newsom won the contest. We had two Poster Contestants to win they were Laina Teague and Linden Teague.
Conservation Tech- Jason Duval and Scott Tucker reported they are working on Cost Share and IV’s

he Gilchrist Soil & Water Conservation District (GSWCD) held a regularly scheduled monthly meeting on August 17, 2021 with the following Supervisors in attendance: Jeff Reed Chairperson, Jack Cook Co-Chairperson, Brett Crawford Supervisor, Tommy Jones Supervisor on phone, Darrell Smith County Commissioner, Jason Duval Tech on phone, Scott Tucker Tech, Ray Ann Lackhee NRCS, Barton Wilder FDACS, Katrina Pace Administrator, FDACS Visitors Chris Denmark and Clegg Hooks.
I. Meeting called to Order: Chairperson Jeff Reed called the meeting to order at 6:04 pm.
II. Approval of Minutes – Supervisor Crawford motioned to file, seconded by Supervisor Cook, all approved.
III. Approval of Financials – Supervisor Crawford motioned to approve, seconded by Supervisor Cook, all approved.

V. FDACS – Barton Wilder Staff will need to include additional documentation when submitting IVs. Staff training will be held the week of September 13th. OAWP Stakeholders Annual Meeting will be Held virtually on October 28th. If a producer has a corporation or LLC and wants to be reimbursed for cost-share, the business must be added to enrollment and cost-share application, W-9, RFR and proof of payment must all be in the business name.

1. Changes in Jason Duval’s position he will help Matt down south. Katina will no longer do Cost Share Invoice’s for FDACS due to policy change but will continue to do Tech Invoice’s and will receive more FDACS work.
2. Local Working Group Meeting will be November 16, 2021.
3. Supervisor Crawford made a motion for Katrina to get quotes on Gilchrist SWCD signs Supervisor Cook 2nd, and all approved.
4. Supervisor Crawford made a motion to pay registration for AFCD Annual Meeting supervisor Cook 2nd and all approved.
5. Supervisor Cook made a motion to reimburse each employee for the Gilchrist SWCD $116.39 per month due to health insurance increase supervisor Crawford 2nd and all approved.

The Gilchrist Soil & Water Conservation District (GSWCD) held a regularly scheduled monthly meeting on June 15, 2021 with the following Supervisors in attendance: Jack Cook Co-Chairperson, Tommy Jones Supervisor, Brett Crawford Supervisor, Myles Langford Supervisor, Darrell Smith County Commissioner, Jason Duval Tech, Barton Wilder FDACS and Katrina Pace Administrator.
I. Meeting called to Order: Co- Chairperson Jack Cook called the meeting to order at 6:14 pm.
II. Approval of Minutes – Supervisor Crawford motioned to file, seconded by Supervisor Jones, all approved.
III. Approval of Financials – Supervisor Crawford motioned to approve, seconded by Supervisor Jones, all approved.
IV. Partners Report
V. FDACS – Barton Wilder Tallahassee is conducting close-out for the fiscal year and will not be processing cost-share reimbursements. Soil and Water Conservation Districts can pay producers but will not receive reimbursements until July 1st. The lease for the Trenton office was approved by OAWP Director and submitted to FDACS. IFAS Pastures and Forages Field Day will be held on July 22 at Santa Fe River Ranch. In the past the SWCD has sponsored a booth so that field staff and technicians can promote the BMP Program.

3. Supervisor Crawford made a motion to send $150.00 for Sponsorship to Annual Livestock & Forages Field Day, Supervisor Jones 2nd, and all approved.

V. FDACS – Barton Wilder Said the Contracts will be executed in May. The Department of Financial Services is requiring a potential project list in order to receive advance money for FY2021-22. OAWP Has a new Deputy Director. GSWCD’s grant application through the Southeast Aquatic Resources Partnership (SARP)was not approved. If the district is interested, they can reapply in the fall.

NRCS – Amy Smith went over Florida Local Working Group Survey. Amy also gave the USDA report.

V. Staff Reports

Let the board know we have our new copy machine. AFCD gave Jason furniture for his office down south. We gave $100 to each Land Judging Team that went to state and paid for their lunch $270.35.
The Tri-County Fair Boosters we donated $1000.00. We gave Bell’s FFA $720 for their Chapter Steers and Trenton received $350 for their Chapter Hog and Goat.
We had three contestants in our Speech Contest all from Bell High School. Carleigh Newsom Winner, Bertha Sutterfield 2nd place and Kiara Cobb 3rd place.
Our Poster Contest Winners are Christain Fussell K-1, Linden Teague 4-6 and Laina Teague 10-12

a. We had two Scholarship applications but neither one will be attending an Ag related education.

d. Supervisor Cook made a motion pay for Katrina Pace room for the Area 2 meeting June 23rd and June 24th, Supervisor Langford 2nd and all approved.
e. Supervisor Cook made a motion to purchase more Rain Gauges, supervisor Crawford 2nd, all approved.

V. FDACS – Talked about 5M-1 Rule video for the public workshop. FDACS has released the Cost Share money that was on hold. An administrative challenge has been filed against the Land Acquisition Trust Fund. OAWP is expecting a determination from FDEP about BMPs for rural homesteads. All FDACS offices will be closed to the public through March 31, 2021.

Talked about this year’s Speech and Poster Contest. I told the board about the Sneeze Screens FDACS is providing our office. We had two winners at the state Poster Contest. We donated mulch to The Master Gardener’s for the Sheriff’s office. Reminded them of the Land Judging Contest that Dixie SWCD is hosting and will need our help on January 28th to set up and then on January 29th for the Land Judging.

d. We discussed furniture for Jason’s Duval’s office in Brooksville. Commissioner Thomas is going to check on furniture with Gilchrist County Office.
